Alexander Tabarrok expresses his concern, as a California resident, towards the inefficiency of the current prison systems that the state of California has in use. He claims that the cost of these public prisons is absurd and ineffective. Tabarrok had spent his life in California paying expensive tax dollars that go towards the funding of inefficient public prisons. He explains that the encouragement of private prisons would not only present lower costs to taxpayers, but it would also reduce costs in public prisons. The private prisons create “real competition” and this will force public prisons to improve or risk losing state support. He suggests that even the respected Governor of California, Arnold Schwarzenegger, would agree with his argument. With California’s unbalanced budget on his mind, the improvement of the prison system gives Schwarzenegger the opportunity to re-balance his state. This appeals to his audience’s logic, which further convinces them that the privatization of prisons is a good idea. The fact is that private prisons would improve the lives of the prisoners, whether that are in the private prisons or public prisons. Private prisons have a bad reputation because of the fact that they profit from prisoners, but in reality all prisons profit in some way. All private prisons intend to do is provide another place for criminals to go in a much more cost effective way.
